CMMC Compliance for Rhode Island and Massachusetts Defense Suppliers: What the Submarine and Aerospace Supply Chains Need to Know
If your company supplies Electric Boat, Raytheon/RTX, or any other prime contractor in the Rhode Island or Massachusetts defense industrial base, CMMC Level 2 is not a future compliance project. It is a current condition of doing business. As of November 10, 2025, CMMC requirements began appearing in new DoD solicitations. Starting November 10, 2026, most contracts involving Controlled Unclassified Information (CUI) will require a formal, third-party CMMC Level 2 certification rather than a self-assessment. If your next contract renewal or option period falls after that date, your certification needs to already be in progress.
This region carries more of that exposure than most. Rhode Island’s Quonset Point corridor and the broader Electric Boat submarine supply chain, along with Massachusetts’s dense concentration of Raytheon/RTX subcontractors, mean a large share of local manufacturers, machine shops, and engineering firms handle CUI without necessarily realizing what that triggers.
Why This Matters More in RI and MA Than in Most States
Submarine and missile-defense contracts tend to involve some of the most tightly controlled technical data in the DoD supply chain. If your shop machines a part, engineers a subassembly, or handles technical drawings tied to an Electric Boat or Raytheon/RTX program, there is a strong chance you are handling CUI even if no one at your company has used that term before. That puts you squarely in Level 2 territory, the tier that requires alignment with NIST SP 800-171 Rev. 2 and, starting in Phase 2, certification by an accredited C3PAO rather than a self-attestation.
The scale of what is coming is worth understanding. Fewer than 100 organizations nationwide are currently authorized to perform C3PAO assessments, and the DoD estimates roughly 80,000 companies will need Level 2 certification. That bottleneck means assessment slots are already filling for 2026, and companies that wait until a contract forces the issue are competing for a shrinking number of open dates.
What CMMC Level 2 Actually Requires
At a high level, Level 2 certification means demonstrating, through documented evidence, that your environment meets 110 security practices across 14 control families defined in NIST SP 800-171 Rev. 2. That includes access control, multifactor authentication, audit logging, incident response, configuration management, and encryption of CUI both at rest and in transit. It also means maintaining a current System Security Plan (SSP) that describes your environment and how each control is met, plus a Plan of Action and Milestones (POA&M) for any gaps still being closed.
None of this is a one-time project. A passed assessment reflects your environment on the day it was assessed. Staying certified through your next reassessment cycle depends on what your IT environment looks like every day in between.
How Managed Services fit in
It’s worth being direct about this, because a lot of vendors blur the line: Braver Technology does not perform your CMMC gap assessment, write your SSP, or conduct your certification assessment. That formal readiness and assessment-preparation work is handled by our compliance partner, Cyber74, and only an accredited C3PAO can actually certify you.
What Braver does is operate the New Charter Trust Enclave, a secured, segmented environment built to support the technical controls CMMC Level 2 requires, and deliver the managed IT and security services that keep your environment compliant every day, not just on assessment day. That includes monitored access controls, patching and configuration management, security logging, help desk support from technicians who understand CUI handling requirements, and the ongoing operational discipline that a C3PAO will be looking for at your next reassessment.
In practice, this means Cyber74 gets you certified, and Braver keeps you that way. If your environment drifts out of compliance six months after your assessment because a new employee wasn’t provisioned correctly or a firewall rule got changed without documentation, the certificate on the wall doesn’t help you. That’s the gap Braver is built to close for RI and MA manufacturers.
What This Means If You’re a Prime or Sub Right Now
If you’re currently negotiating a subcontract with an award date in 2026 or later, or if your prime has started asking about your SPRS score, this is worth acting on now rather than waiting for the requirement to show up in writing. A realistic Level 2 readiness timeline runs 6 to 12 months even for companies with reasonably mature IT practices already in place.
